Well, I hate to say it but it depends on what you lost and what your plans are... (in the end every unit will count of course)
Just watched it... I am sorry about the infantry unit! ...and yes, I agree to bring another unit to replace it.

Took a look for comparison. Odessa seems as if I am in a stronger position there, similar position in Kiev, but you are doing better at swinging around. Our Finnish friends almost finished Petrozavodsk and now start to open their way North along Lake Onega. Ultimate goal is Archangelsk, an important port city for the Allied Arctic convoys that started in August.

Closing the Kiev pocket from the North requires unexpected efforts by both Heer and Luftwaffe, drawing away attention from the key objective Moscow. Hopefully we haven’t delayed our advance towards Moscow too much, Guderian is already very worried…

North Africa:
HMAS Hobart, an Australian light cruiser, threatens Benghazi and with that all naval convoys from Greece bringing the needed reinforcements for the Afrika Korps. Parts of Regia Marina have been called from Malta to support the situation.

Western Europe:
JG26 with the first Fw 190A-1 planes starts to have a positive impact on the air battle over France, nonetheless preparations for Operation Sea Lion progress only very slowly. German infantry units are still training in the forests North of Bourges. Promised armored units are still supporting Army Group North in Russia.

Yes, currently there is not much to do with them apart from taking a defensive position or to attack with them through the Caucasus after the surrender of the Soviets. While the Allies do not have sea or air transports to move them around, the Axis can attempt to return to Africa any time and there is quite a large area to defend with them. While its true that the Axis can always attempt to return to Africa, it may not make sense/be worth it given what else might be going on, you will be stretched very thin at various places I would assume... once you have lost Tunis, time is running quickly as new/more Allied forces appear to move towards Italy.

I think the Allies can hold Tunis with any amount of troops unless they don't leave it completely unoccupied. So if the Allies hold it with three units, I assume you will need three plus two Axis units to conquer it. If the Allies hold it with five, you may need five plus two to three Axis units... I doubt it's worth it, also given all the hassle and time required to get them there safely (keep the Allied fleet and airforce in mind, too)...
Ah and by the way, I would also suggest to hold Tripolis and Tobruk (at least with one infantry unit)![]()
I hate losing experience especially on certain units. For example. My planes. 2 stars of experience are incredibly important, because it increases your attack against planes by 4 and increases your initiative.
