Hey Ronnie! Great reading, as usual.
Picture about Kiev is just a picture, as you captured major city in USSR. There are events like this for Kharkov and Stalingrad (and probably Leningrad or Sevastopol - didn't seen them changing owner in 3.0 yet though).
When soviets capture this cities again they also get pictures.
It does not affect gameplay.
