Lugii bug

It seems that Lugii cant recruit Rex Custodiae at the start of the game because the option is not available in the region with the capital.
I think this is a bug it doesn't make sense to need to move your capital to recruit them.

Thanks for the report, that will be fixed in the next patch.

This bug still persist even if in different form.
Playing as Lugii. recruited three of Rex Custodiae units but none of them spawn actually in the province.
