Editing units to add FastDeployment?

I have been experimenting with editing units. I wanted to add FastDeployment as a unit trait for Grenadiers. So, I edited units.csv by adding ",FastDeployment" to the traits.

I got it to appear on the unit card, but it does not seem to actually work in game. Is this just because I have been stuck on winter maps or something?
