Halflings OP?

Have been toying with an idea to address the consensus (?) that the Halflings are more powerful per attacking then they should be.
The Luck Skill appears to be the common theme for their success, so why not address that.
What about assigning only one of their 6 units the Luck Skill, say the Mage.
Thoughts?

Are luck bonuses multiplied by figure count or something? They don't look OP to me on paper.
