Quick question, do both players have to agree to restart a match if they don't like terrain at set up time, or can one of them just decide to stop and re-roll irrespective of what the other one wants?

No, the map can be rerolled twice unilaterally by either player. SawyerK leading the Germanic Foot Tribes 260-599 AD army and Roman ally defeated
gfs26 and the Dacian 50 BC-88 AD and Sarmatian armies by 61 to 37.
After Turn 10 the Dacian cavalry began breaking my right flank and I thought the day was lost. But on the next turn, a German warband routed its opponent and immediately launched a flank attack on another troop followed by a German lancer unit doing the exact same thing. The combination broke the Dacian's right flank and from there it was a sprint to the finish for both armies. I was fortunate I got my foot turned faster than he was able to turn his cavalry.
