There is no publicly available data regarding such info AFAIK. You can see some stat's collected and published for individual online leagues and tournaments, though there's no uniform way this is reported and it's not collated into any kind of universal rating/ranking.

Slitherine may well have some server records of users in some way, shape or form, but I've never heard mention of it. It would be logical that they access to it, as they have listed ELO as part of a user's profile, though nothing of the kind has been announced or discussed yet.
