How do I make my own mod?

I tried downloading the test mod but it never actually downloads. Is it possible to make a mod from scratch?

Better use someone else's mod as template. Download mine (if it still works, if not, I can give you a link), for example: https://www.slitherine.com/forum/viewtopic.php?t=82566 or the "Korean War" mod from Erik's campaign page (https://www.slitherine.com/forum/viewto ... 74&t=80862). I did the mod's basic structure.
