I tried this for the 1st time in the Grand Campaign Advanced Settings setting it at +3. When I played the 1st Poland scenario the turn count stayed at 14 and the game ended at the usual 14 turns. How does this work?

In order to use custom difficulties, you need to be sure and click the small box labeled 'Custom Difficulty' just above the Player Experience slider on the Advanced options page. If you don't check the box, any changes you make, e.g., increased number of turns, won't take effect.

Thanks. Does that also mean that you have to click the Custom Difficulty box for things like Dice Chess, Reform Units etc. where you check a box instead of using a slider? All these years I checked Dice Chess etc. but never checked the Custom Difficulty box.

No, it only applies to the top 'Custom Difficulty' section of the page. Changes in the lower 'Advanced Options' section will be active whether you click the box or not.

Thanks again. I've been playing this game on and off for many years. I thought I'd add some extra turns for the 1st time to lessen some of the end turn deadline pressure. That way I can try out less optimal units such as anti-tank units which are slow moving on the offense.

In addition, if the three extra turns aren't quite enough, you want to try different strategies, see how many more turns it may take to get a DV with the reduced troops you're using, how long to capture all hexes/destroy all units, or extend a scenario for whatever reason, you can do a save before the end of your last turn (if you want to count you're original result at that point) and then use one of the 'so-called' cheat codes to add extra turns while in the scenario. Hit Ctrl+Alt+Shift+C then type 'turns #' in the command box. The '#" value will be the number of turns added to the original number of turns so if you type 'turns 2', it will add 2 more turns to the starting value.
