Modding Question
How would I go about changing the commander trait that lets you add more hero's to units? Where would I find that in the files?

One: Modding questions should go into the Scenario Design area.
Two: I don't think you can edit the heroes numbers, it may hard coded where players cannot get at it.

You can change the number of heroes that a unit can have in the Rules.json file, like they can have only 1,4 etc. There is no way that I know of to change how many heroes you get per turn in a campaign. Is there a scroll wheel? No scroll wheel per se.
Select a unit, then click "Unit Details" (the small i), then click "Heroes" and then "Assign Heroes". If you still can assign a hero to the selected unit you get a list of all your available heroes.

wish we had more Hero Selection options. both on individual Heroes, like we do with Rudel, and in the game setup options. it costs us to get 3 Heroes at least we should be able to select them instead of that random BS where you have to constantly restart New Campaign Setup. was just embarking on a new SCW Campaign and my first spin at the Russian Hero Roulette Wheel expected me to not only pay for but play with the most generous rewarding of Distraction. Leadership. Aiming Assistance. Really? sorry HAL, ain't happening on my watch. but after a 6 pack and lost track of time furiously going thru drill, 4 my 1st 3, I got 2, yes 2 Zero Slots and a 1.5x.

don't know if Rudel feels special or he's lonely at the top being the only Hero where we get to select his options?
