Enemy doesn't act

I have noticed in the past day that there is a weird issue with the game, the soviets aren't moving their troops or attacking, they fire random artillery rounds and might do one infantry defensive attack but even their planes do not attack or move! Is anyone else having this happen? what should I do to fix?

What are you playing? Main campaign, DLCs, Szencrios?! Does this happen only on one specific map?
My guess is there are some maps that a scripted, so that the AI will only attack after some turns or something like that.

I am playing operation Roland in 1943 campaign, I also experienced it in the Prokarovka level, its the only way i could finish that! their tank attacks just didn't happen!
