Panzer Corps xfer theaters '41 to '43 patch

I seem to recall Dev team, et al. released a patch years ago that allowed xfer from (I think) eastern to western theater. Would let you keep all your units including Hans-Ulrich Rudel. Anyone know where I can find that patch, now?
