More discrepancies:
1. SS/Wehrmacht PzIV and nebel have wildly varying stats.
2. There are a lot of PzIVs with different graphics. The division-specific ones don't upgrade to IV E/F when the original model is available.
3. Romanian minenpionere and Finnish anti-mine destroyers don't have anti-mine ability.
4. Russian (and to some degree) German anti-air units have very strong switch format anti-soft. Is this historically accurate (HE shells?)

No I entirely trust you, but with an "unjustified" extra cost (300 vs 280), no player will purchase the R2 version.
Why not setting the same cost (280) for both aircrafts if their stats are totally identical ?

Your question is completely justified, I think phcas wanted to distinguish the difference between at least the price and another version. But I agree with you, an advantage should already be shown for a purchase, possibly via a bonus within reach.

I have tested the first scenario 1940 Road to Sidi Barrani :

- easy victory (but it is normal historically)
- the 2 tanks M are useless : too slow. ( is it the purpose?)
- i like the mass bombing italian planes without protection but with a lot of fuel.
- At Sidi Barrani, i thought the goal was to encircle the town as the black cross are just around it! I think that the 2 left black cross are useless, to not mistake the player in the objectives!
- i like the general( Grazziani) in Tobrouk, i left some useless protection for it, maybe just one coast gun around to protect him? or a very slow unit?
-i like the AA in tobrouk upgradable to help later for enemy planes.
- the minesweeper infantry is useless , why no mines?
Fort capucco was very easy to retake. Maybe just more entrenched unit?
