Conforming: Just By Active Player?

p70-71...about conforming...does just the active player conform?...if for some reason the active player can't, does the inactive player then have to conform??...doesn't seem so from p70-71...somehow we've been doing this upon rare ocassion i think.

If during your turn, you cannot conform.. You dont.. and neither does your opponent.. Then during his turn.. If he can he will.. That sounded confusing. :roll:
