Hero Management: plus ca change

Booted up AO '43, the first scenario requires a big core (and thus hero) shuffling, and there has been no change to the hero management system

I thought after AO42 required you to change your core almost every mission, that maybe something was going to be done about streamlining hero selection, at least organizing them by trait or something?
