Why this unit cannot move?

Field of Glory II is a turn-based tactical game set during the Rise of Rome from 280 BC to 25 BC.

Why this unit cannot move?

As you can see from the screenshot, they are Steady, have all their AP (16/16), are not pursuing, and are in Clear terrain. They are on a hill yes, but it's not Difficult Slope. I did my best to take a screenshot that will include all the relevant information.

I am sure there must be some good reason, I'd just like to know what it is.

***EDIT***
Upon thinking hard, I may be able to answer that myself. That Cavalry unit was fighting a Spartan Javelinmen unit last turn. The Javelinmen routed in the playback of enemy turn that I watched at the beginning of my turn. BUT, the Persians are side A in this game - this is a new gameturn. Apparently, my unit is still frozen in place for its next turn?

I'd still like to hear any comments you feel inclined to share.

Yeah with the 'no cc' status my thought was it had been chasing a routed unit and had only just stopped the pursuit that turn, it should be free to move next turn.

Yes, it was able to move the next turn, but next turn was too late. The Camels and the other Cavalry unit had both routed by then.

You pay your money and you take your chances, I suppose. But, GOD, it's frustrating when you're so close...

Yeah it can be frustrating at times, like when you set up your superior, armoured heavy cavalry for a flank attack only to have them change facing when they are attacked in the flank by a piddly little unarmoured, bow only armed light cavalry unit.
