Warplan Pacific: How do you keep Japanese Army in supply

How do you keep the Japanese Army in supply in the China scenario?
I tried keeping a line of units two spaces apart. Still whole sections of rail get destroyed by partisans and huge sections of occupied territory go out of supply for too many turns.
Is there a technique to keep the Japanese Army in supply?

The game isn't Admiral's Edition of War in the Pacific. It's Warplan Pacific.
