Ground deployment of paratroopers

How do you deploy paratroopers (without ground transport) on the ground at the beginning of a scenario? I'm at Moscow in the vanilla campaign and I want a paratroop unit to start on the ground at the northwestern airfield, fight off the Pak in the first couple of turns, and only then take to the air. Thanks!

Deploy an aircraft at the hex where you want to deploy your ground paratroopers to block the air layer, then you can deploy them on the ground.

I can’t deploy paratroopers at the ground too, it there are no aircrafts in the scenario.
But even more severe, I can’t deploy in the air over a see hex (only at sea in a sea transport).

At PzC1 I can deploy were I need it by switching between air/ground mode.
We need such feature for Panzer Corps 2 too!

There is another way to deploy ground paratroopers => buy an organic transport for them (such as truck), then deploy them wherever you want (this will be a ground deployment as you can't air-transport infantry with organic transport).
Then, if you don't want that organic transport, upgrade the paratroopers to remove the transport (without undeploying them of course .
