I may be totally off base here, but I recall learning in the distant past, that deploying infantry on foreign soil is considered an invasion and therefore a political liability.
We were told that is one of the reasons they use Marines at embassies.
So during the ACW the Germans deployed "support troops" (tanks, airplanes, etc.) but not infantry.
I know it sounds illogical, but I believe that is the case.

I guess I was wrong ... I'm talking about not getting a back division at the beginning of the scenarios, I have to buy them every time ... when I watch videos on YouTube, the division guys get ... I'm probably doing something wrong

During SCW there is no chance to get/buy infantry units for your army as core units. You can buy italian and spanish infantry as auxiliary units, but aux units can only be used in the scenario/mission you bought them. They dont carry over.
In AO39 and later DLCS you can buy infantry for your core army and they will carry over.

I know that ... but my point is that someone will get those auxiliary infantry units at the beginning of each mission and I have to buy them every time ...

You can only buy Italian aux units, Spanish AI units are always there and you don't buy them. Aux units disappear after you finish a scenario, what's your question here?

Just to be clear: under normal circumstances you don't get auxiliary units for free at the beginning of any SCW scenario. You really do have to buy them. However, maybe the video you are seeing is someone using a mod?

I watched more videos and in all of them they arrive at the beginning of 10 infantry units ... specifically, it's a scenario of early Madrid why don't I get them too?

Name the video. Or check their second SCW mission and see whether they mentioned using the SCW No AI official mod. It is the only known mod that allows you to have infantry units in your core.

It's in the Steam Workshop. Since many people complained about no infantry in control, the develop team released it as a mod there, which removed (almost) all Spanish AI units, allowing you to purchase Spanish infantry as your core units, added deploy zone at where the AI units are, and the same amount of core slots for each scenario, so that you can have direct control of everything going on in the battlefield, and have experienced infantry units once you get into AO 39 (they carry over as your core units).

yes in the later missions its a little bit difficult to use the italian inf units especially when they come with no xp and the enemy has exp units,

i think a good solution for this Prolem, will be if you can use the colonial Units from the First mission trough the campaign, maybe trough a CP Event, if you use the x Points you get 2 or 3 colonial inf units, after the scw campaign, they transfered back or changed to an normal inf unit

Yes you are off base here. Wars are declared (or not) by the government. There is no international law on the deployment of infantry as opposed to any other kind of troops. There are lots of examples of foreign infantry deployed in friendly states.

The bigger issue is that France and Britain spearheaded a Non-Intervention Pact to keep all of Europe out of the conflict, in order to keep it from becoming a proxy war or exploding into another World War. And, officially, Germany, Italy, and the Soviets all signed that Pact. Equipment, their crews, and logistics and other support staff can either be kept out of the spotlight or be passed off as being sold prior to them signing that pact; while having actual, visible Infantry and other troops is much less deniable.
