How to access General window?

I've played through the Axis Operations, Spanish-1942. I'm trying to play some of the scenarios now. I would like to change the traits of my General but can't find the General window to change his traits. I thought that window would pop up when I started a new game(scenario) but it didn't. I've searched Google and YouTube but have only found information on the Traits window itself, not how to get to that window. I've looked through the options and can't find it. Any help?
Time was invented so that everything didn't happen at once.

You can only choose it at the start of your campaign.

So the General Traits window only appears starting a campaign and not a stand-alone scenario?

Ok when playing a campaign and a particular scenario is over with you get the debrief screen here you can then click on advanced options and evidently change some stuff but it seems even if you change it the generals things do not do anything at this screen which is at the end of scenario during a campaign ... but you can change the difficulty etc. ....

When you click on advanced option which is a tab at bottom of this screen you see this below ..

notice the commander trait points section .. changing a number here seems to do nothing further more it defaults and shows the number 2 even though at the beginning of the campaign you clicked on 4 ...

Here is what you see at the beginning of a Campaign the campaign is Poland and the player has ALSO clicked on Advanced Options and this other window pops up allowing you to change among other things the number of General Attributes ..

But none of this above has much to do with your question so let's address your question if you click on New Game then Scenario THEN Advanced Options it seems you can adjust the Commander Traits notice the pic below notice it reads scenario at top of pic the key is to click on advanced options .. I have not tested though to see if it actually does anything to the traits ... but it surely looks like it does something ...

Ok so if you click on New Game .. then Scenario .. then Advanced Options even though you pick 10 attributes the game simply loads the scenario without giving you any access to scenario general attributes .. so this sucks because among other things I like my AA to do damage to planes not just suppress them .. SO IN A SCENARIO I WILL NOT HAVE THIS OPTION :(

notice the pic below which only is available via playing a campaign this screen does not pop up during a scenario play ...

Maybe an update could "fix" this ...

Yes. Please add the General Traits selection window to all stand-alone scenarios; this seems like an oversight and an easy fix. All players would really like this to happen.
