Decision Change our Civilization society

Hello!

I play for Sparta and choose the solution for Decision Change our Civilization society - High military expertise. But I already had bonus on +generals from Efficient command structure.
Bonuses, as I understand it, do not merge and I just lost a lot of money.
Now I have this decision again. What bonus do the other three solutions for Decision Change our Civilization society give?
