The target unit field is hiding parts of the bottom commander stats.

The maximum number of stats for a vanilla Commander is 4 (Commissar).

Never tested having so many on one guy, but technically they could still work, even when it looks messy.

In PanzerCorps 2 Battle of Abbeville, the Hero CHARLES DE GAULLE in his white char B1 has "only" 4 attributes :

And no of these traits matches the ones in OOB.
I based my values on traits from Gary Grigsby's War In The West (a large number of French commanders are rated) which are different from both PzC and OOB
So. no consensus here.
