Game logs mentions empire has gained a city

Hoping someone can clear up the following message: Playing as Maurya Empire on third turn. Game log states "The Maurya empire has gained a city in the east of India. The Pandyan empire has been replused. (Total Free Units Support: 10, Increasing)"

There is no city called Pandyan when searching the map. I have been watching my relationships across the board the I am at neutral with everyone. Worst relationship is -25 with Seleukos. Is this event an abstraction? Where are the free units support located?

India is abstracted. If you check your faction screen under, IIRC Reports, an entry about "10 units free support" should be present.

I checked the Factions and each tab under Ledger and did not find anything regarding 10 units free support. Knowing India is abstracted and I gained a city and free units the same circumstance could happen in reverse. Is this documented anywhere?

If you look at the Gameplay Notes when selecting Maurya at the beginning of the game the second paragraph of the two in the notes speaks about nothing but the off map portions of the Muaryan Empire and sending and receiving units through the BAUPATRA region and fortress.

The information given is sparse however. The following are a few things I have noticed while playing two unfinished Mauryan games (one a solo game and one a multiplayer game 129+ turns.)

To have units leave to go to the off map portion of the Mauryan kingdom they must be placed into garrison in Baupatra. If the Mauyans are at PEACE the units placed in garrison will exit the map next turn. When Maurya goes to war a army consisting of the number of units equaling the free support units will appear in the Baupatra region after a couple of turns. That is the only way these units will appear or reappear on the map.

You do not seem to pay any maintenance costs for units while they are off board.

The number of free support units starts at 8 and I have seen it very from 4 to 14. Regardless of the number of units indicated no additional units will be sent until Maurya ends all wars and is completely at peace. After Maurya is completely at peace the process begins again but you will certainly have to send unit to the east to restore the balance and replace the units received from the east.

An unknown formula tracks the balance of units (power?) sent between the on map West and the off map East. At certain levels cities will be lost or gained in relation to several off map Indian kingdoms. Each time that happens a unit will be added or subtracted from the free support units. The timing of that seems to be somewhat random.

If the eastern (off map) portion of the empire loses to many cities from lack of help sent to the or if the bulk of any units they send west are not returned back thru Bauptra you will get various messages stating the they are unable to send you any additional units regardless of the number of free support units indicated. If you begin sending more units east this condition can reverse itself over time.

I am not certain if losing larger numbers off map cities can lead to additional adverse effects if to many or lost.

Has anyone seen or read anything giving additional insight?

There is also an additional text in the fortress structure itself.

You can also consider the off map portion of India as a 'freezer', where you can put units in storage and they won't cost upkeep. And then pull them back if in a difficult war. The added bonus being that if these extra units conquers enemy cities in abstracted India, you get more free units supports, which saves on upkeep.
