norman army list milites

may i have an explanation about norman dismounted milites proportion in 1066: 1/3-2/3

does it mean 1/3 dismounted 2/3 mounted?
does it mean something else?

1/3 - 2/3 dismounted means if you have e.g. 30 mounted you can dismount between 10 and 20 leaving the rest mounted.

Yes 1/3 to 2/3 of total bases. So if you took 12, from a minimum of 4 to a maximum of 8 are dismounted
