Unit Editor to shift Heroes around?

Right. After having a bit of a ball with Panzer Corps 2 thus far, one idea did stand out to me. While in a lot of ways I still feel that the old war horse is better than its child, It has its interesting features (such as commander traits and how air is handled) do think some features (such as the ability to capture units in the field) are clear improvements. But one thing that stands out far and away for me is the handling of heroes.

Simply put, the RNG behind getting heroes for a given unit- and particularly WHAT kind of hero- is justifiably infamous in the game (particularly for those doing a Grand Campaign) and getting-say- a spotting hero on Artillery or a leaves you with the question of if you want to tough it out or disband the unit and lose that precious experience. This always struck me as odd and counterproductive, especially since unit transfers were a thing.

So I was pondering: would it be possible to somehow "transfer" units using some kind of out-of-game utility to remove a hero from one unit and put it in a "pool" to which it can be transferred to another? Even if it is just among units of comparable experience?

I am not a modder beyond some really really cheap campaign script editing, so I figured I would raise the question with those who actually know something.
