I thought that I would give Egypt a try in preparation for an upcoming MP game, and I discovered that you can pick up easy Legacy points with this nation trait. Just move your army to sea and the combat value decreases. The fleet now surpasses the combat value of the army and you pick up 5 Legacy every turn the army is at sea.

That's an exploit indeed, but it means not using your army, so basically you can do that while at peace.

True. You also have to worry about a larger navy attacking you with lots of light warships. They might not win the battle, but if they have more warship than you the extras attack your army. You can lose Silver Shields or Companions that way. The Legacy points are not without risk.
