Is there any reason why 2 x Tatar allies cannot be used e.g Russian CinC - Tatar Ally General - Tatar Ally General

Interesting question.

I'd look to the 'Hoplite Greek' list for the answer. You can clearly have more than one Hoplite ally general. So I'd look at that list for the wording.
