Multiplayer suddenly cannot move

4 friends and I are playing a GREAT multiplayer map we made, but suddenly at turn 22 the player can no longer move units.
They can still attack, you can rebase aircrafts and purchase/sell units, but nothing can move.
We all tried passing the turn on to next player, but we all suffer the same issue: Unable to move units.

Is this a know bug, and is there a workaround for this issue?
We would hate to have to forfit this game (again) because of a multiplayer bug. Last attempt 3 months back saw another issue destroy our multiplayer game midplay.....
