Questions
I received a message saying that my civ was short on metal and that some of my soldiers could not be equipped or something like that. I clicked on the trade goods overlay and saw that Illyria had iron lead and silver. I can't figure out how to set up or propose a trade agreement with them. I clicked on diplomacy but don't see Illyria listed. I'm also getting messages about aging tokens. What can I do to slow aging or possibly even reversing it? Finally I am sitting in a region where enemy units are in a city so I assume that means it is under siege. What does POW mean? Thanks.

The Metal your faction requires to raise and maintain units is worked Metal. You need to build forges, blacksmiths, etc. that produce Metal. Any region can build these structures and you don't need to import ore to do this. Some structures require ore and trade will be established automatically to support this. Such trade with foreign factions may cost you money.
When your faction produces a lot of Decadence vs. Culture, then your CDR (Culture/Decadence Ratio) is low and you gain aging tokens. From the start, you should develop your regions and form provinces, which are more efficient. Eventually, you want to be able to shift all citizens in a region to Culture production. This will raise your CDR and you will gain progress tokens.
If you click on the region, the top left corner of the region menu would have an icon indicating whether it is under siege or not. Just cursor over any icons.
Did you mean DOW? That means Declaration of War.

A Blacksmith and Bronze Works is the same color as the Royal Treasurer. I have clicked on Shuffle but it continues to show the Royal Treasurer as the only infrastructure I can build at this time. I assume I have to build this before the Blacksmith or Bronze Works can be built. The problem is that the Royal Treasurer costs 250 and money is another problem for me. I don't think is DOW since I was able to move in to that region with declaring war and am currently besieging one of his cities.
I moved workers around as you suggested. I noticed that when I moved them there was a yellow bar beneath the worker. One I didn't move had a red one which if I remember is a slave? Green must be a content worker?

Many regions do not belong to a faction and all factions are always at war with them. This may be the case.
If you cursor over a population icon, you get an identification pop-up message.
