Undeploy units

Can you undeploy a unit once the scenario has started? For instance swap a fighter unit for bamber once you realised the fighter is needed more than a bomber.

Not unless the scenario designer has placed one or more exit hexes on the map. An exit hex may be air/naval/land or combinations.
