Why can't I upgrade transportation

Why can't I upgrade transportation

I'm playing Allies Defiant, one of the desert scenarios. When I try to give my infantry transportation, I don't see any transportation options after I click Upgrade. What am I doing wrong? Many thanks for any advice.

Transports cost 1 command point in addition to the resource opints, maybe you've already used up all CPs?
