Axis saving production MHCEAW 1.12

Hi, I bought MHCEAW recently and have played against the AI as AXIS with no problem, however when I play ALLIES the AI AXIS powers seem to stop spending their production points around 1941, to the point where ALLIES conquer Europe in 1943 and AXIS have 2000+\500+ production points unspent. This gives me a bit of a hollow victory, is this a bug ? Will the ceaw_mod_bjr_v1.12 fix this ?
Version is 1.12, I set options to no FOW, OIL on, no End 1945. I do have a SAV if required. Thanks for your help.

They might stop buying units to prevent manpower shortage. Something will run out first, in late game manpower is limiting factor.

Manpower is around 230 at late stage, would that prevent production ?

Because at lower manpower they would get manpower penalties.
