Fragmented Unit Charging

I thought that fragmented units can't charge but is there an exception for being in pursuit?

I had a 2v1 going on an enemy inf unit which routed. My fragmented inf unit pursued after it and then surprised me when it charged into another enemy unit.

Correct, pursuit is the exception.

Yes, pursuit is the exception. The idea is that they get momentarily carried away by the excitement of routing an enemy unit.
