Maurya help needed.

Hi all,

Just got FoG:E and started a campaign as Maurya but I've hit a problem. To expand I have to fight Seleucia but I can't find a way to declare war on them. I'm obviously missing something, any help please.

Are you already with a treaty with them? Or have you replied the turn before to one of their proposal?
