I want to change AI to II (for Independently Intentioned).
I want to get AI Team 2 (bottom right) to attack the bridge and town in the center -- two primary hexes above and below each other (one in town, the other on the bridge).
I cannot get Team 2 to do it because there are so many targets and distractions near their point of origin. Also, I cannot get the trigger shown to change to Ignore Enemy. That might help, when they get there close to the town and bridge I can change their orders. I suppose I could move the point of origin a little to the left but ... but... that's not what I want to do.
So, Why:
1) won't they move out to the target (I think it's because of all the commotion at their point of origin)
2) won't the trigger let me force it over to Ignore Enemy.
I'm really liking the way this one is coming together but this aspect is dawggen me around!

I was wondering what you had against my friend Al until I realized that it was a trick of the forum font.
Well, you know as much about this game as I do at this point, probably more. But here is my opinion: The developers try, I believe, to make the AI smart. So, in real life, would a column of troops and tanks charge past enemies on their immediate right flank in order to get to a point on the horizon, only to have those enemies cut in behind them, cut them off from supply, and possibly surround them? The AI probably is wary of being cut off from supply.
Where is supply on your map, come to think of it? Maybe some supply crumbs on the way to the destination would help. Also, the lack of transportation for the AT gun may be holding the group back.
Try changing the aggression to either 99 or 0. As far as "Ignore enemy" goes, try arrowing back and forth, maybe cycling the action choices. That seems to work once in a while.

Strangely, the problem may have fixed itself, or, when I set it to 0 aggression, the issue went away. The armor runs to where it's supposed to go, speedily into the Soviet trap.
I wonder though if the trigger itself is faulty because, do you think that the AI would check the route and if not good, prevent me from checking, Ignore Enemy? If so, it's smarter than I give it credit for now. Maybe so. Something jarred it a-loose.

100 doesn't work because units are distracted by enemy. 0 works, as you described.

There are TWO Move to Hex AI orders in the Setup AI team trigger effect.
One where you cannot check Ignore enemy and the second one where it is checked by default but you cannot uncheck it.
Don't realize the purpose of it, it could as well be an ancient bug but now there is no purpose in fixing it because of backward compatibility. Annoying but once you are aware of it you learn to live with it.

Uran is correct, there are TWO Move To triggers under the set up AI Team, just as he describes below.
Be careful when using them, if you can't set the aggression level, or turn off ignore enemy, click through till you find the other Move To option.
