Fails to start , drom menu,black screen

OOB recently has a bug where I go from desktop menu to choose the OOB and then screen goes black with no activity. Worked fine until about 5 days ago. Cannot update as 'error accessing ftp file' . Screenshot of PC spec attached - no problem with horsepower I think.
