two seperate issues:
Q1)
AAAA
XXXX
YYYY
A charges X, which chooses to evade, and it does so, uncovering Y.
Y is also capable of evading, but the VMD rolled by A will bring it short of Y.
When does Y have to declare if it evades? before A's VMD is rolled, or can it wait to see if the charge will reach it after the VMD is rolled, before deciding if it has reason to evde or not?
Q2) What does paragraph 2 of the right column of page 58 mean? what is it refering to? quote" if the enemy who would be charged are capable..."
evading and a strange paragraph

Q1)
A) X evades. If A's normal move would reach Y, Y is a target and may choose to evade. Then A makes a VMD roll
B) X evades. If A's normal move would not reach Y, Y is not a target. At this point A's VMD roll might be a five or six and possibly reach Y. In this case Y would evade.
I cannot remember seeing two evaders behind each other like this. I haven't got the rules with me so hope I got this correct.

Q1) A BG can only evade if it is the target of a charge.
The sequence here is
If Y is outside the normal charge range, but inside the actual charge range, then it can only decide to evade after the VMD is made.
If Y is outside the normal charge range, and outside the actual charge range, then it can never evade.
Q2) The paragraph is a comment on the bullet points above (specifically 1, 2, 4, 5). In these cases you have to consider VMD rolls if the target is capable of evading.
For example if a BG of lance armed cavalry could charge some LF, and if the LF rolls a 2 on its VMD, and the cavalry rolls a 6 on its VMD would result in the cavalry catching the LF and thus stepping forward into an elephant - then the cavalry's move could end in contact with elephants so the cavalry won't charge without orders. If this is the situation at the charge declaration step the cavalry aren't required to make the CMT.
The sequence here is
- A declares a charge, and the path of the charge
- X decides to evade, and the direction of evade and rolls its VMD and moves.
- If Y is inside A's charge range it immediatly becomes a target of A's charge and can evade.
- If Y is outside A's range then all of A's targets have evaded, so A rolls it's VMD
- If A's VMD had been enough to put Y in range then it would be a target and could evade.
If Y is outside the normal charge range, but inside the actual charge range, then it can only decide to evade after the VMD is made.
If Y is outside the normal charge range, and outside the actual charge range, then it can never evade.

IMO Y does not become a target until uncovered by X.
So A declares charge.
X decides to evade and rolls VMD.
X does not pass Y so Y is not a target.
If X had passed through Y, and Y was inside A's normal charge move Y could then decide to evade and also roll a VMD. (Both BG could then be disrupted due to burst through (unless both LF or 1 mounted and 1 LF))
Then A would roll its VMD once all possible targets had evaded.
If Y was not inside A's normal charge move it would not evade unless A's VMD enabled it to reach Y, then it would roll a VMD and move before A moved if it then decided to evade.
As an aside it could be worse.
If X was fragmented and broke on charge declaration it could burst through Y disrupting it. If Y then decided to evade it would burt through X. Then in the JAP X would burst through Y again fragmenting it. Oh what fun
