Slave-Mechanic for Sparta

Hello guys,

I dont really understand the unique slave-mechanic for Sparta (310bc-campaign).

It says:
"Sparta has unique rules for the acquisition of slaves to reflect its
social structure. In this case new population points are created either
as citizens or slaves (the chance of this happening will reflect the ratio
of citizens:slaves in the capital region) but this will only happen in the
region with the Spartan capitol building".

What does "reflect the ration of citizen:slaves" mean?
Do it get a citizen when i have more slaves? and a slave when i have more citizens?

It means that if you have 3 citizens and 7 slaves, then a newborn population have 30% chance of being a citizen and the rest of being a slave.
