They're a little different than tutorial missions. The new DLC training scenarios are built into the Axis Operations 1940 campaign structure itself.

Training in an undisclosed location is offered as an option after Fornebu and training on the Channel Island for invasion is an option after France.

Yes this was done because these special missions are not purely education for the player regarding mechanics... but also an opportunity for your low experience units or newly purchased recruits to 'catch up' to your veterans by engaging with shooting practice on new target dummy models.

That sort of thing has no impact in a standalone tutorial setting.
