I have a pirate lair, but cannot build pirate ships

As Kolchis, I have built a pirate lair, but cannot build pirate ships. Pirate ships simply do not show on the unit build panel.

The description of the pirate lair building says it unlocks the building of pirate ships, so I cannot figure this one out. It may be that I do not have another harbor, other than the pirate Lair, in the region, but I have harbors in two of the other regions in the province.

Any help will be very much appreciated.

You need a facility to actually build ships there. Upgrade your harbor to level 1 at least

Do I need a higher level harbor in the province where I have a small harbor? Or could the problem now be that I have two pirate lairs in the same province, and only one of them has an actual harbor?

I haven't tested with two pirate lairs in the province, but with one I know I need at least first level harbour (not anchorage) in the same region where the pirate lair is. If the province can't build pirate ships if there are two pirate lairs and only one of them has a harbour, it sure smells like a bug.

I haven't tested with two pirate lairs in the province, but with one I know I need at least first level harbour (not anchorage) in the same region where the pirate lair is. I dismantled the Pirate lair in the region that only had an anchorage.

This left me with one pirate lair in the province, in a region that also had a level one harbor. I still cannot build pirate ships.

It does seem like a bug. I will restart the game and build only one pirate base in the province, and get a level one harbor built in that same region. Maybe that will fix it. If not, I think it is a bug.

You need to have the pirate ships in your list of allowed units, this is probably the issue. A few nations have it while not having the lair, but 90% that can build a pirate ship also have the pirate lair.

Thank you for the explanation. I am confident that is the problem.It looks like Kolchis will not be building a pirate fleet after all.

Playing Pontus so can build pirate ships and was doing so.

I don't know how but my original pirate lair disappeared (raid maybe).

I don't see an option to build a new pirate lair any of my coastal provinces.... I have checked original regions and conquered regions..... These regions having access to lvl 1 2 and 3 buildings


I even took the region in Kolchis that had a pirate lair in it and after refreshing the turn, the lair had disappeared.
