Why can't I buy units?

I am placing my units for the first Norway scenario, I can only use 35 of 44 core slots. Why can't I buy my full compliment of units?

You´ve only 25 Prestige Points, the Gebirgsjäger Unit but costs 170 Prestige (look at the bottom right).
