When switching from 'full screen' to 'window mode' (twice), game would stop responding & I had to to a complete restart to beak out of it.
Task Manager would not work.
Solution, open the 'ICBM.CFG' file (Documents/My Games/ICBM) with notepad or notepad++ & change FullScreen false to FullScreen true.
