Unfortunately, I don't think you can unless one of them moves or retreats.
The attack command makes them attack it, and the defend command will probably still make them attack it because its close to a Victory Hex and thus a threat. And Hold Position just makes them sit there.
In theory, if the Trubia is suppressed enough it will retreat when your allies Attack, and with nowhere to go surrender instead.

One of the unfortunate consequences of the AI Allies.

The only way I can see a solution is to "Stuka" that armored car a few times
