AA 1939 ausf S1 scenario (Code=39) problem

First question, where do you find the player made scenario's? There use to be a download page.
Second question, When I try to issue a challenge for the above captioned scenario, I receive this message. "Unknown error occurred (Code=39)". Any ideas on how to resolve this isse.
