If you start an AO without an imported Core you are given 6 good heroes to make up for the heroes you would have imported.
AOSCW does not have this option.

Spanish Civil War only starts with heroes if you opt for Killer Team general trait.
Otherwise, it's a clean slate. 1939 has a group of pre-set heroes, as will future DLC, to keep them competitive compared to imported COREs.

You get Galland in the Ebro map but only if you have enough Commendation Points. If you buy, or say "yes" to every offer to aquire or buy CP points and have captured most of the 'bonus' objectives, you should be fine. Otherwise, he won't be offered to you in Ebro because you can't "afford" him.

Scroll through this thread and you'll find a campaign tree for SCW. That'll help you know where you are and how far away you are from the battle of Ebro, the biggest and probably most difficult battle in this entire DLC. Personally, I bookmarked it when I was playing.
Anyway, as you can see, Ebro is third to last scenario in the SCW, so no, you probably haven't missed it yet. Now, even on my first playthrough, I managed to get most of the bonus objectives and I had accumulated a fair amount of prestige, so a couple of since fixed bugs aside, I never had a problem getting any of the bonus/reward heroes or equipment. You do NOT need to capture every bonus objective to be able to afford the Verdeja 2 tank and Galland, but you do need the majority of them. I forgot now exactly how the narrative is written, but in general always say "yes" to offers of CP or whatever. They are almost always linked to things sooner or later that you'll want. Besides, you cannot carry CP over to the next DLC anyway, so what the hell and splurge!
There is an important scenario, I think it's Burnette, where you are offered to buy CD for a large chunk of your prestige. Do it! Without it, you probably won't be able to get Galland later no matter how successful you are on the battlefield.
