Can be won without meeting 40% or 60% condition at 24 turns by just having the least routed? Thanks.

It varies depending on the mode:

In single player single battle: Reinforcements (Own). Possibly Rearaguard, Remove the Head, Escort Baggage Train.
In multiplayer single battle: Also Open Battle and Send Flank March.
In campaigns: Also Open battle, Side 0 sending flank march, side 0 holding on for reinforcements or side 1 holding on for reinforcements. The last will be removed in the next update.
