What's this stain inside my Empire?

Never noticed, but is it some kind of "Switzerland" situation or what? Why do we tolerate this outrage inside the borders of our Empire?

Thanks? But what does it mean? It's some scen design glitch or the last "bastion" of the Australians while their continent's being overrun? :D

Okay, got it. Wiki was my friend this time. I was just lazy again. Thanks "Chema_cagi"!

A neutrality pact with the Portugese? I guess I can live with that explanation, even after my German allies defeated the Normandy invasion and effectively ruled over Europe... :wink:
