Unable to Attack

Can someone please tell me what I'm missing? My legionary cannot attack the unit to its front and has not moved and is no other ZOC.

What does the crossed swords tooltip say? Were they in melee last turn?

Sorry I always forget to check the tip. They were charged by the fragmented unit on the hill which recoiled. Actually I'm not sure how they could recoil to where they are either. All this happened in my opponents turn and I took this screen shot at the beginning of my turn. Are you saying if a unit is charged in a turn it cannot move in it's following turn? If so why do the AP's not get reset to zero if the unit cannot move?
