I just finished a Persian scenario as Syracusae with Tarentum as a client-state on Very Hard and finished in 7th place. I know from experience that Persia, Egypt and Sparta are the favourites. I tried to play Syracusae small, without 20 regions to become "empire". I read that there were several Hellenic building that generate Legacy so that they can remain small and be competitive. What are they? I didn't find them.

I tried Syracusae again on Very Hard and repeated my 7th place finish. Persia and Egypt held the top two positions as usual. I concentrated on Culture for the special Legacy buildings, but that wasn't any better than before. I has tons of Culture buildings at my capitol yet never saw the Status of Zeus as an option. I'm sure that I can place higher if I am expansionist, but I though that the Hellenistic nations could still win as a Level 2 nation. I'll try Kolchis next,
