That is a mystery to me. I have the latest patch, and I am still getting them. In fact, I got one of them in each of the last two turns. And I am at peace.

I had a drought period of a couple of weeks. Now I am getting them in the same frequency as before. It made me wonder if there was a problem or if there were national modifiers as I just started playing Samniums.
